Labour migrants account for around 62% of all migrants, which is around 2/3 of all international migrants, according to the IOM's World Migration Report 2022. Many of them face various challenges in the labour markets of their destination countries. In this lecture, Samuel Okyere talks about the challenges faced by migrant workers in the global economy while providing a broad look at the status of international migrant workers and exploring solutions to the issues they face in the new country.

Gender is central to any discussion of the causes and consequences of migration, whether forced or voluntary. Melissa Siegel introduces the concept of migration and gender, specifically the feminisation of migration and its implications. She also tackles the question of where we can see specific gendered aspects of migration and the effects gender has on people who migrate and the migration itself.

What is the link between migration and health? What do migrants need regarding health when they cross into another country? What issues do they face? This lecture by Nassim Majidi provides not only answers to these questions but also highlights the connection between access to health and vulnerability, and the results from the most recent research that has explored the links between health needs, access to care and sustainable reintegration of returnees.

In the legislation of the European Union (EU), labour exploitation is considered either within the framework of human trafficking or within the so-called particularly exploitative working conditions. Based on the data collected by the EMN in 2022, only few EU Member States distinguish both realms in their national legislation. The panel discussion introduces examples of Italy and Luxembourg as EU countries as well as the United Kingdom who present their frameworks to protect (potential) victims of labour exploitation.

The presentation takes us to Ukraine in the middle of ongoing war conflict where millions of displaced people face great risks of being exploited or trafficked. Activities of the State Labour Service of Ukraine to lower these risks are summarized – online information provision, information campaigns and counselling services for individuals and relocated enterprises. The presentation explains also other ways to protect employees in and outside Ukraine and which other authorities are engaged in it. It also highlights a need for international cooperation with EU Member States and other countries to fight trafficking in human beings and undeclared work.

The presentation looks at labour exploitation from the perspective of employers and business sector. It explains specific risks and motivations why business has been engaging in human rights since 1990s. The presentation outlines current trends and reasons why business sector focuses on protection of migrant workers through the lens of risks. Labour exploitation is discussed as one of huge risks for migrant workers especially in different levels of supply chains across industries and within labour migration. Eventually, the presentation is looking into the future.

The presentation focuses on the mandate and activities of the European Labour Authority (ELA), the EU agency based in Bratislava, which strives to ensure fair labour mobility across the Union. The presentation explains where ELA encounters irregularities connected to labour exploitation, what makes labour inspectors unique in detecting labour exploitation, and why there is an overlap between what the labour inspectors and law enforcement authorities do in the area of labour abuse. It summarizes how ELA addresses trafficking for labour exploitation, especially when it comes to joint labour inspections, capacity building, as well as national and EU-level cooperation and the conflict in Ukraine.

The presentation considers the role, realities, and the future of the law in the fight against modern slavery based on the work of the Rights Lab of the Nottingham University, the largest research centre dedicated to putting an end to modern slavery. Based on the assumption that the interrelationship between slavery and the law has not always pushed in the same direction, the presentation focuses on the history of slavery and human exploitation as well as of abolitionism. It challenges a general notion that slavery is illegal in every country and provides evidence-based picture of current domestic laws against slavery, practices similar to slavery, servitude, forced labour and human trafficking around the globe. The lecture focuses on the impact of remittances on the development and rural security, leveraging it by breaking the remittance cycle with savings mobilization, asset building, income opportunities and job creation. It explains the International Fund for Agricultural Development’s dual approach and activities especially in rural areas to maximize the development impact of migrants’ and diasporas contributions, including the multi-donor programme Financing Facility for Remittances. The lecture also outlines how remittances contribute to UN’s Sustainable Development Goals and which challenges migrants and remittance service providers have faced during the pandemic.

Prednáška vysvetľuje úlohu multilateralizmu a Organizácie Spojených národov v kontexte migrácie na základe historických faktov 20. storočia, ale aj (medzinárodného) právneho rámca a praktických skúseností Slovenska. Multilateralizmus a jeho úloha v riadení migrácie bola jednou z nosných tém Vzdelávacieho seminára EMN v roku 2021, kedy sme si zároveň pripomínali sedemdesiate výročie vzniku Medzinárodnej organizácie pre migráciu (IOM) a Úradu Vysokého komisára OSN pre utečencov (UNHCR), ktoré vo svete začali pôsobiť po skončení druhej svetovej vojny. Prednáška sa osobitne venuje Globálnym kompaktom OSN o migrácii a o utečencoch.

Based on the experiences of Moldova and other Eastern partnership countries, the lecture seeks to answer how to approach diaspora engagement, return and reintegration in policy and programmatic approaches to mobility in the European space in the next decade. It identifies the factors generating multi-directional migration in the region including demographic changes and deals with the intertwined dynamics between labour shortages in one country and talent loss in another country. The lecture then focuses on how to create effective policies to address these issues.

The lecture shows migration from the perspective of the private sector and explains why businesses need a well-regulated migration. In particular, it provides views, interests, priorities, responsibilities and actions of global employers in migration as well as outlines three business priorities on migration: skills shortage, responsible recruitment, skills recognition and development. The lecture introduces the International Organisation of Employers (IOE) which has now more than 150 employer and business organisation members and represents the interests of more than 50 million companies.

The lecture deals with the interlinkages between demographic change and labour migration policies in the Eastern & South-Eastern Europe Region as well as in Slovakia. It specifies demographic projections for the region and who is and will be impacted the most. The lecture then focuses on countries’ reaction to the situation, outlines risks of overly restrictive and overly open migration policies, and summarizes country’s optimal policy response.

Why do the experts call for strengthening legal channels towards the European Union? The panel discussion examines existing legal pathways for migrants and refugees towards the EU, presents the so called tripple-win approach to migration in the form of sustainable recruitment of nurses from countries outside the EU for German labour market, introduces idea of unlocking skilled migration pathways for refugees and forcibly displaced persons and discusses lessons from and recommendations for legal migration pilot projects.

The lecture analyses current data on migrants and mixed migration routes in and out of Libya further to the Mediterranean Sea, highlighting the need to look at migration statistics differently to get more accurate picture of migration trends towards Europe. It specifically describes the situation of internally displaced persons and returnees and outlines dozens of field activities that IOM as the UN Migration Agency carries out in Libya in the present.

The lecture provides first-hand information on migration situation in Greece which in recent years has proven to be one of the most difficult among European countries. It provides insights into living conditions of migrants and refugees in and outside of many Greek refugee camps and focuses on issues that unaccompanied children face in the country. The lecture explains in detail different types of assistance and services provided by international organisations and authorities on the ground and points out the importance of multilateral cooperation in migration management on the European soil. The lecture also highlights links between current displacement crisis in Afghanistan and potential impact on migration flows towards Greece.
